Europe Sanctions Marine Navigation Equipment and Radio Sales to Russia

In addition to sanctions already in place for  the countries and citizens of Russia and Belarus, the EU has added marine navigation and radio communication equipment.

As a result of “the unprovoked and unjustified military aggression against Ukraine,” the European Union announced on March 9 that it was enforcing additional sanctions regarding the export of maritime navigation goods and technology to Russia.

In the announcement, the EU outlined the following sanctions against Russia and its ally Belarus:

It shall be prohibited to sell, supply, transfer or export, directly or indirectly, maritime navigation goods and technology, whether or not originating in the Union, to any natural or legal person, entity or body in Russia, for use in Russia, or for the placing on board of a Russian-flagged vessel.

Navigation equipment like multifunction displays and chartplotters cannot be sold to Russian buyers.
  • It shall be prohibited to provide technical assistance, brokering services or other services related to the maritime goods and technology noted above and to the provision, manufacture, maintenance and use of those goods and technology, directly or indirectly to any natural or legal person, entity or body in Russia or for use in Russia.
  • It shall be prohibited to provide financing or financial assistance related to the maritime goods and technology referred to above for any sale, supply, transfer or export of those goods and technology, or for the provision of related technical assistance, brokering services or other services, directly or indirectly to any natural or legal person, entity or body in Russia or for use in Russia.
  • In addition, the Russian Maritime Register of Shipping was added to the list of state-owned enterprises subject to financing limitations under the existing sanctions.

The prohibitions also apply to communication equipment like VHF radios.

The prohibitions do not apply to maritime goods and services for non-military use and for a non-military end-user, intended for humanitarian purposes, health emergencies, the urgent prevention or mitigation of events impacting human health and safety or the environment, or as a response to natural disasters.

It is also possible that the EU authorities may authorize provision of the above goods and services for non-military use and for a non-military end-user if intended for maritime safety.
