According to the Inland Rules of the Road, a vessel proceeding downbound with the current on the Western Rivers has the right of way over an upbound vessel. The downbound vessel is required to initiate the passing signal, dictating the side on which the vessels will pass. The upbound vessel must then accept the proposal.
