In a survival craft after a distress, the priority is survival, not searching (unless land is clearly visible). A sea anchor (or drogue) serves two critical purposes: it keeps the bow pointed into the weather for stability, and it slows drift, allowing Search and Rescue (SAR) operations to calculate your position more accurately, thereby increasing the chance of being found. Shutting down the engines conserves precious fuel for later use or when SAR is spotted.
