Rule 23, which deals with lights for power-driven vessels underway, states that a power-driven vessel must show a white masthead light forward, a second white masthead light abaft of and higher than the forward one (if over 50 meters), and red and green sidelights. In a head-on situation, you would see the vessel directly in front of you, which means you would see both her green (stbd) and red (port) sidelights, as well as her masthead light(s).
