D. Two short blasts
Under Inland Rules of the Road, a vessel overtaking another must indicate their intention by sounding a whistle signal. To overtake and pass on the port side of the vessel ahead, the overtaking vessel must sound two short blasts. This signal means, "I intend to overtake you on your port side." The overtaken vessel must then respond with the same signal if they agree to the maneuver.
