D) Your vessel is the give-way vessel in a crossing situation.
Under the Navigation Rules (Rules 12-19), if a power-driven vessel is stopped but not disabled, it is still considered a power-driven vessel underway. Since the other vessel is approaching on your starboard beam, your vessel is the vessel to the port side in a crossing situation, making you the give-way vessel (Rule 15). Showing lights for "not under command" (NUC) or "restricted in ability to maneuver" (RAM) would be incorrect, as the vessel is fully functional.
