Rule 20(b) states: "The Rules concerning lights shall be complied with from sunset to sunrise, and during such times no other lights shall be exhibited, except such lights as cannot be mistaken for the lights specified in these Rules or do not impair their visibility or distinctive character, or interfere with the keeping of a proper look-out."
However, Rule 20(d) states: "The Rules concerning lights shall be complied with in all weathers." And Rule 20(d)(i) states: "...additional lights may be exhibited during daylight in restricted visibility and in all other circumstances when it is deemed necessary."
Therefore, while mandatory from sunset to sunrise, navigation lights may be displayed during daylight when conditions warrant it (restricted visibility, heavy traffic, or generally anytime the operator deems it prudent for safety).
