According to Rule 15 of the International and Inland Navigation Rules, when two power-driven vessels are crossing, the vessel that has the other on her starboard side is the give-way vessel. The rule specifically states that this vessel "shall, if the circumstances of the case admit, avoid crossing ahead of the other."
