B. Vessel "A" must keep clear of vessel "B".
This rule is based on the International Regulations for Preventing Collisions at Sea (COLREGS), Rule 15, also known as the Crossing Situation rule. When two power-driven vessels are crossing courses so as to involve risk of collision, the vessel which has the other on its own starboard side is the give-way vessel and must keep clear. In the provided illustration, Vessel A sees Vessel B on its starboard side. Therefore, Vessel A is the give-way vessel and is required to take early and substantial action to keep clear of Vessel B. Vessel B, having Vessel A on its port side, is the stand-on vessel and must maintain its course and speed.
